EU Unveils Ambitious €546 Billion Plan for High-Speed Rail by 2040 to Boost Connectivity, Cut Emissions
April 13, 2026
The plan aims to transform Europe’s travel landscape with a faster, more reliable, and greener rail network that brings cities and regions closer while advancing the EU’s climate objectives.
EU officials are pursuing a comprehensive high-speed rail network to be completed by 2040, dramatically shortening travel times and supporting the green transition through eco-friendly transport.
The project carries a heavy price tag, with core TEN-T network completion estimated at €345 billion by 2040 and total costs potentially rising to around €546 billion as upgrades continue.
Funding will come from a mix of EU funds, national contributions, and private investments, with rail infrastructure managers and the European Investment Bank prioritizing urgent projects.
Implementation faces interoperability challenges from differing gauges, signalling, and safety standards across member states, necessitating standardization and EU Agency for Railways-led coordination.
By 2040, travel times between key cities are expected to be halved, with milestones like Berlin to Copenhagen cut to four hours by 2030 and Sofia to Athens to six hours by 2035, plus seamless Baltic capitals integration by 2030.
The plan is a core component of TEN-T, emphasizing cross-border interoperability, unified ticketing and services, and smoother border crossings to create a connected continental rail system with hubs such as Paris, Madrid, Berlin, and Warsaw.
Sustainability is central, aiming to reduce short-haul flights and car travel to lower emissions and support climate neutrality goals by 2050.
