TA’ZIZ Launches UAE's Largest Integrated PVC Complex, Boosting Economy with $50 Billion Impact

Phase 1 is projected to contribute about AED 183 billion (US$50 billion) to the UAE economy and support roughly 20,000 construction jobs and 6,000 operational roles over the project’s lifetime.
The Phase 1 framework aims to enable hundreds of new end-products by local manufacturers, aligning with ADNOC’s goal of a top-three global chemicals position.
The EPC award for this phase follows earlier contracts for ammonia and methanol, advancing TA’ZIZ’s Phase 1 ecosystem to about 4.7 million tonnes per annum.
TA’ZIZ awarded a AED 7.34 billion (US$1.99 billion) contract to CC7 to build the UAE’s first integrated single-site PVC complex in Ruwais, a major milestone for the project.
TA’ZIZ CEO Mashal Al-Kindi calls the award a milestone for building a globally competitive UAE chemicals and transition fuels platform with strong in-country value and downstream opportunities.
TA’ZIZ will position the UAE’s Ruwais ecosystem as a global leader in PVC, EDC, VCM, and caustic soda, with the single-site plant able to produce 1.9 million tonnes per year to support vast downstream demand.
The deal was announced at ADIPEC 2025 as part of TA’ZIZ’s push to diversify industry, strengthen domestic supply chains, and expand UAE value chains.
Al-Kindi emphasizes the project’s role in creating a locally produced suite of critical chemicals and long-term economic benefits within a global platform.
The integrated plant will manufacture 1.9 million tonnes annually of PVC, EDC, VCM, and caustic soda at a single site within the TA’ZIZ complex.
Located in the TA’ZIZ industrial backcloth in Ruwais, the project will deliver 1.9 million tonnes per year of marketable chemicals, reinforcing the UAE’s materials base.
The project targets growing demand in construction, infrastructure, packaging, and healthcare, with completion expected in late 2028.
