Portugal Restructures National Gas System, Boosts Security with New Hydrogen Infrastructure Plan

The Energy Services Regulatory Authority (ERSE) has been designated as the market regulator for renewable gas, natural gas, and hydrogen, while the Directorate-General for Energy and Geology (DGEG) will serve as the licensing authority.
These changes amend Decree-Law No. 62/2020, which governs the organization and functioning of the National Gas System.
On May 19, 2025, President Marcelo Rebelo de Sousa promulgated new diplomas aimed at restructuring Portugal's national gas system and enhancing security measures for gas supply.
Additionally, Decree-Law No. 70/2022 was enacted, establishing a state-owned strategic reserve of natural gas to enhance supply security and introducing temporary reporting measures.
