TCAVA, a large veterans-benefits package that includes the major Richard Star Act, the Love Lives On Act, and about 60 additional bills, could come up again in early September in the House.

Lyle outlined why TCAVA offers a viable route past past blockages of the Star Act, noted that regulatory changes to tinnitus and sleep apnea are likely regardless of TCAVA, highlighted the political hurdles in redirecting DoD funds, and described a proposed increase in DIC as a meaningful survivor benefit.

Public pressure remains a key driver, with the Legion’s Grassroots Action Center having generated roughly 65,000 messages and a push for more constituent outreach to influence Congress.

Eight town halls were held in eastern Pennsylvania and New York City where Legislative Director Cole Lyle and Deputy Director Bailey Bishop explained TCAVA’s scope and answered veterans’ questions.

A central message is that TCAVA represents the best chance to pass the largest net package of veterans benefits in years, even as congressional negotiations and inter-organizational disagreements continue.
