Providence Businesses Create 'Immigrant Defense Zones' to Block ICE Without Warrants

The Rhode Island Deportation Defense Coalition has launched 'Immigrant Defense Zones' in Providence, encouraging local businesses to refuse entry to immigration agents without a judicial warrant.
More than 25 businesses have committed to these zones, which aim to protect immigrants by denying access to ICE officials unless they have a court-issued warrant, as announced on July 18, 2025.
The coalition is also advocating for the immediate release of Paul Dama, a restaurant manager detained by ICE while driving to church, highlighting the personal toll of immigration enforcement.
Community members can report ICE incidents to a volunteer-staffed Deportation Defense Line, which verifies reports and disseminates alerts through a Community Alert Channel.
Since February, the coalition, including groups like the Alliance to Mobilize Our Resistance and the Olneyville Neighborhood Association, has been organizing community responses to ICE sightings.
A press conference to announce the initiative is scheduled for 11 a.m. at Crown Fried Chicken on Broad Street in Providence.
Mayor Brett Smiley reaffirmed Providence’s stance as a welcoming city that does not cooperate with immigration enforcement and is committed to protecting all residents.
Participating businesses like Down the Road Movers have expressed solidarity with undocumented immigrants, emphasizing the systemic issues of deportation affecting working-class families.
In response to recent ICE activity, including a controversial raid involving local police, the Providence City Council has called for a review of law enforcement’s role in federal immigration enforcement.
Jair Perez, a coalition member, stated that the pledge is rooted in community demand to oppose unjust immigration actions, emphasizing that agents cannot lawfully detain individuals without a warrant.
Participating businesses will display signs indicating they are Defense Zones, promoting awareness and community solidarity.
The coalition operates a volunteer hotline and has mobilized over 1,000 volunteers to respond to ICE sightings, reinforcing community resistance.
