New Tool 'Have I Been Flocked?' Reveals License Plate Searches, Sparks Privacy Debate

A new public tool, Have I Been Flocked?, lets drivers check if their license plates were ever searched in Flock Safety’s nationwide camera network by querying a database of publicly obtained audit logs.
Data for the tool comes from publicly available FOIA requests, compiled on the site’s sources page.
The tool does not reveal what a camera saw, but shows which agencies searched a plate, when, and for what reasons.
Flock’s leadership has announced changes to the system, including a plan to flag abnormal searches and to implement these updates by January 1.
In addition, the changes are designed to curb misuse and address privacy concerns around the use of automated license plate readers.
The ACLU welcomed the updates as progress but warned that Flock still represents a civil liberties concern due to access and control of private location data.
The platform launched in 2025 amid growing use of Flock cameras and ongoing debates over immigration enforcement access and potential misuse by officers.
Privacy reforms announced in August include reducing default data retention, adding an Evidence Mode for active investigations, and requiring use of an Audit Assistance tool to flag abnormal searches.

Public records indicate common search reasons include drugs and motor vehicle theft, and users’ inputted plate numbers are not stored by Have I Been Flocked.
Have I Been Flocked? covers only audit logs released through records requests, providing an incomplete view of all searches conducted on the platform.
