African Union Finalizes Leadership Amid Financial Reliance and Regional Challenges
July 14, 2025
The African Union Commission (AUC) has finalized its leadership team during a meeting in Malabo, Equatorial Guinea, after months of delays caused by candidates not meeting technical qualifications and regional balance requirements.
The appointments were confirmed at the 47th Ordinary Session of the AU Executive Council, which includes foreign ministers from across Africa.
Francisca Tatchouop Belobe of Equatorial Guinea was appointed as Commissioner for Economic Development, Trade, Tourism, Industry, and Minerals (ETTIM), and will oversee related portfolios.
Professor Gaspard Banyankimbona of Burundi was elected as Commissioner for Education, Science, Technology, and Innovation (ESTI), focusing on advancing Africa's educational and technological development.
Despite the successful appointments, the AUC relies on external donors for over 60% of its operating budget, raising concerns about its long-term sustainability and effectiveness.
The region faces ongoing conflicts in the Sahel, Horn of Africa, and eastern Congo, which threaten stability and hinder access to global finance for development.
Over the past three years, economic shocks and climate crises have pushed more than 50 million Africans into extreme poverty, complicating efforts for regional stability and growth.
The success of the AUC's leadership largely depends on the political will and financial support from member states, without which their ambitious goals may remain unfulfilled.
The AUC is at a critical juncture, facing structural challenges such as rising debt and inflation, and heavily relying on external donors for its over 60% budget, which impacts its ability to push for regional integration and development.
The newly appointed AUC leadership will serve a four-year term and is tasked with advancing Africa's integration agenda amid significant internal and external challenges.
