Officials say the effort will build future-ready digital capabilities in education and governance and expand AI awareness and practical skills among students and public officials.

OpenAI will deliver structured online AI training programs for college students and conduct AI sessions for state officials, emphasizing practical tools, productivity use cases, and responsible governance.

Leaders from both sides affirmed their commitment, with one noting a focus on future-ready digital capabilities and the other stressing accessible, practical AI grounded in the local context.

The collaboration prioritizes Odia-language use cases to make AI services accessible and inclusive for Odia speakers.

OpenAI will provide API credits for core models to enable pilot applications by Odisha’s Electronics and Information Technology department, including a government productivity co-pilot using ChatGPT at the backend.

Pilot applications, such as an AI-powered Government Productivity Co-pilot, will be developed by Odisha’s Electronics and Information Technology Department using OpenAI core models.
