A Framework Cooperation Agreement between G42 and a Vietnamese consortium led by FPT Corporation and Viet Thai Group sets out a plan to build sovereign AI capabilities and cloud infrastructure in Vietnam.

The initiative targets deploying substantial cloud capacity across three Vietnamese data center locations to support both public and private sector workloads, aiming to make Vietnam an AI-native society with strong data sovereignty and digital resilience.

The project includes a commitment of up to $1 billion in consumption to finance the build, signaling Vietnam’s emergence as a regional leader in AI infrastructure development.

The partnership follows past US scrutiny of G42 over Chinese connections; the firm has since divested from Chinese assets and argues for exporting American AI capabilities to curb China’s AI progress.

G42 is the main developer of OpenAI’s Stargate infrastructure project in the UAE, underpinning a planned five-gigawatt data center ecosystem there.

At the World Economic Forum, G42 announced a framework for Digital Embassies, enabling foreign entities to develop and manage computing services on foreign soil while preserving UAE data and AI model sovereignty.

Next steps include finalizing workload distribution between public and private sectors, securing regulatory approvals for public cloud adoption, and beginning site development for data centers as the project moves into execution.

The signing is expected to drive job creation and position Vietnam as a regional technology hub, with regulatory groundwork and site development advancing in the near term.

G42’s leadership has emphasized scaling AI agents and expanding AI infrastructure, reflecting a broader regional ambition to advance AI, cloud, and cybersecurity capabilities.

The Vietnamese project is part of a wider Southeast Asian push to expand digital infrastructure for AI, even as it faces challenges like land, power, and political considerations.

Beyond infrastructure, the plan includes national AI skilling and workforce development programs for government, industry, and academia to support widespread AI adoption.

Vietnamese government support is framed around regulatory frameworks enabling hyperscale data center deployment and public cloud adoption, with optimism about Vietnam’s leadership in AI infrastructure.
