The Foundation will focus on six areas: mapping real-world needs and use cases, assessing technologies and dependencies, evaluating open source projects, sharing experience and common requirements, developing practical resources, and translating research into actionable guidance; it will not develop software or specifications itself.

Key projects and components highlighted include Eclipse Theia and Theia AI for AI-enabled developer tools, Eclipse Enclave for policy-controlled AI coding agents, Eclipse PanEval for evaluating model capability and safety, Eclipse LMOS for multi-agent systems, and the Open VSX Registry as a vendor-neutral extension platform.

The Foundation is part of Eclipse's broader AI ecosystem, designed to complement existing projects while keeping technical development within current initiatives; the Foundation provides coordination and guidance.

The initiative will connect industry requirements with open source AI projects within the Eclipse ecosystem, offering a neutral forum to compare experiences, align on priorities, and accelerate adoption.

Eighteen initial participants span technology, industry, research, and open source, including CEA LIST, EclipseSource, Engineering Ingegneria Informatica, Ericsson, Eurotech, Infosys, KU Leuven, Open Elements, Red Hat, Renesas Electronics, Robert Bosch, Thales, The IO Foundation, TypeFox, the University of York, Vector Informatik, and more.

Member voices emphasize sovereignty, transparency, control, openness, and practical collaboration to support sovereign AI ecosystems, with remarks from organisations such as CEA-List, EclipseSource, Eurotech, Infosys, KU Leuven, and TypeFox.

The Foundation stresses preserving choice and control over AI in critical operations, defining sovereignty as understanding, choosing, adapting, and governing AI rather than isolating or rejecting proprietary tech.
