ABC Challenges Regulator's Impartiality Breach Claim Over 'Sacrifice' Episode on War Memorial Redevelopment
September 17, 2026
The Australian Broadcasting Corporation (ABC) rejects ACMA’s finding that the Four Corners episode Sacrifice unduly favoured critics and breached impartiality obligations in its coverage of the Australian War Memorial redevelopment.
ACMA had previously determined that Sacrifice, which aired last March, leaned toward one perspective on the redevelopment, though overall accuracy was deemed acceptable.
ACMA chair Nerida O’Loughlin described the findings as disappointing and signaled that a formal regulatory response could be considered, though the regulator cannot compel remedies at this stage.
ACMA found no breach of the code’s accuracy requirements regarding the use of Last Post audio alongside construction footage.
ACMA noted the program intended to scrutinize public officials and decisions, while the ABC said it did not plan remedial action in response to the findings.
The ABC’s independent Ombudsman had previously found no breach in a 2025 complaint, and ACMA noted another accuracy complaint did not breach the code.
Criticism targeted Sacrifice for not adequately explaining the Australian National Audit Office report, its analysis of the consultation process, and the selection and treatment of interviewees.
The complaint originated from Kim Beazley, War Memorial chairman and former Labor leader, who also holds other defense-related roles.
Despite ACMA’s findings, Sacrifice will remain available online in full.
The ABC emphasized good-faith pre-filming engagements with the War Memorial, stating all issues aired were discussed in those meetings.
The ABC says it respects ACMA’s role and has historically accepted rulings while warning that the regulator’s approach could undermine journalism that serves the public interest.
ACMA asserted the episode conflated stages of the consultation process, potentially confusing viewers about the memorial director’s claims and findings.
