Generative AI (GenAI) holds significant promise for enhancing innovation and productivity across various sectors in the European Union, including healthcare, education, and cultural industries, as highlighted by the European Commission's Joint Research Centre (JRC).

However, the JRC also raises concerns about the rapid development of GenAI, pointing out risks such as privacy issues, misinformation, algorithmic bias, and job disruption that require urgent attention.

The report emphasizes the necessity for immediate policy action to address these threats and ensure that GenAI aligns with democratic values and EU laws.

To maximize the benefits of GenAI while safeguarding fundamental rights, a multidisciplinary and strategic policy approach is advocated, ensuring compliance with existing EU regulations, including the AI Act and data legislation.

Maintaining trustworthiness in GenAI is crucial, necessitating close alignment with the EU AI Act and current data regulations.

Ekaterina Zaharieva, Commissioner for Startups, Research and Innovation, stated that Europe has the potential to lead in generative AI, stressing the importance of appropriate policies and investments to boost competitiveness and innovation.

In support of this initiative, the European Commission has launched a funding wave of nearly €700 million aimed at integrating generative AI into key sectors such as manufacturing, robotics, health, and energy.

Participants in this funding initiative will join GenAI4EU, the Commission's flagship project designed to promote generative AI developed in Europe.

These findings and recommendations were published on June 13, 2025, underscoring the critical need for regulatory frameworks to effectively manage the impacts of AI technology.
