Portugal Pioneers EU's First Digital Business Wallet with Empresa Digital Wallet Launch

Portugal’s Carteira Digital da Empresa will be the country’s first to adopt this system, positioning it ahead of other EU economies and operating intra-EU under a European obligation.
Portugal launches the Empresa Digital Wallet, an extension of the gov.pt app, starting with the Empresa Card and key official documents like Social Security status, Tax Authority status, and the Beneficiary Register (RCBE).
The rollout takes place at Palácio da Bolsa in Porto with Prime Minister and ministers in attendance, marking Portugal as the EU’s first to offer a wallet aligned with EU eIDAS 2.0 for a single digital space of business documents.
Over time, the wallet will add more advanced features that will be monetized based on their value.
The initiative aims to save time and money for companies and to reallocate public administration staff to higher-value tasks, with plans to expand documents over time.
Future services include alerts on tax and contribution obligations and electronic signatures to legally sign documents within the business context.
The government intends to continuously expand integrated documentation until entrepreneurs can manage most activities from the wallet, including future features like signatures and digital seals.
EU projections estimate that a European business wallet could save up to five billion euros in admin costs by 2029, with wallets potentially saving businesses around 160 million euros annually.
Users will be able to customize nomenclature within the app to distinguish between entities or units.
The wallet adheres to GDPR and employs multiple protection layers to ensure confidentiality, integrity, and security of business information.
Official emphasizes that the digital shift should reduce administrative costs and streamline workflows, letting companies focus on core business.
Initial documents in the wallet carry official value equivalent to traditional channels; access to the wallet and initial documents is free, while some items like the Permanent Certificate may incur fees, with financing models for expanded features under study.
