The EU counted about 4.41 million people from Ukraine under temporary protection as of June 30, a 0.6% rise from May, with Ukrainian nationals making up over 98.5% of those protected.

Adults comprised 43.4% of beneficiaries who are women, 27% are men, and 29.6% are minors.

Poland posted the largest June decline in temporary protection holders, down by about 6,335 people (around 0.7%), with Belgium and Ireland also reporting small decreases.

On the other hand, the Czech Republic and Germany recorded notable increases, with rises exceeding 3,800 and nearly 3,000 people respectively.

Per-capita protection rates were highest in Czechia (35.8 per 1,000), Slovakia (27.2), and Cyprus (26.8), compared with the EU average of 9.8 per 1,000.

Germany remained the host country for the largest share of beneficiaries, with about 1.29 million people (29.2% of the EU total), followed by Poland (roughly 961,000; 21.8%) and Czechia (about 391,000; 8.9%).

The framework rests on Council Implementing Decision 2022/382 establishing temporary protection for Ukraine's displacement.

Overall, the number of Ukrainians under temporary protection has shown gradual growth, even as country-level distributions shift with some states admitting more people and others experiencing declines.

The temporary protection scheme began after the EU Council decision in March 2022 and was extended, most recently to March 4, 2027, with the extension decision taken in June 2025.

Italy led June gains, recording the largest increase in recipients with more than 4,100 new protections.
