The project for a new Lisbon airport at Alcochete is estimated to cost about €8.5 billion, with the majority financed through debt and plans to gradually raise airport charges at Humberto Delgado from 2026 to 2030.

A technical report from ANA – Aeroportos de Portugal places the cost of the new Lisbon infrastructure between €7.9 billion and €8.9 billion using 2024 price levels, according to ANA's technical assessment.

The initial December 2024/January 2025 cost estimate of €8.5 billion for the Alcochete site is supported by a funding plan that relies mainly on debt, coupled with incremental increases in charges at Lisbon’s Humberto Delgado airport between 2026 and 2030.

The technical report delivered to the Government on July 17, 2026, outlines engineering solutions for airport infrastructure, including runways, taxiways, parking aprons, the terminal, and access routes.

The current concession contract was signed in 2012 for 50 years; ANA expects Luís de Camões Airport to begin operations around 2037, with a potential late-2036 start if government optimizations occur.

ANA is set to present the third technical report for Lúis de Camões Airport, detailing construction planning and scheduling, at a Belém session attended by the Infrastructure and Housing Minister.

The government is preparing pre-construction steps, including decommissioning the Alcochete shooting range by 2029, reorganizing airspace for military and civil traffic, and planning essential water, fuel, power, and telecoms infrastructure.

Following this stage, the project will move toward environmental impact study delivery by July 31 and the financial report early in 2027, among other milestones.

Initial capacity is planned for 56 million passengers annually, with a potential expansion to 85 million, and the design aims for Net Zero operation with advanced sustainability tech.

A new high-speed rail link will connect the airport to central Lisbon with a direct shuttle in about 20 minutes via a third Tagus crossing, alongside a network of over 250 kilometers of roads and 50 kilometers of upgrades.
