University of Lisbon Launches Climate Security and Resilience Center to Tackle Global Climate Challenges
November 6, 2026
The University of Lisbon’s Faculty of Sciences will announce on November 9 the creation of the Climate Security and Resilience Center (CSCR) to anticipate climate risks and support decision-making for public and private entities.
The initiative brings together Earth and environmental sciences, oceanography, biodiversity, atmospheric physics, space technologies, AI and data science, building on more than 176 projects since 2020 and over 30 active partnerships.
Participating in the debate will be figures such as João Pedro Matos Fernandes, Teresa Almeida, Lieutenant-General João Pedro Boga Ribeiro, and Ricardo Dias.
The project is backed by the Environment and Energy Minister, Maria da Graça Carvalho, with Teresa Ribera (executive vice-president of the European Commission) attending a roundtable on climate security and resilience.
Workstreams will cover risk mapping, monitoring technologies, early warning systems, and tools to prepare institutions and territories for adverse climate phenomena.
Beyond expanding knowledge, the CSCR aims to strengthen scientific cooperation in the Atlantic space, leveraging Portugal’s position to build regional links.
The CSCR will operate as a permanent platform for collaboration among universities, public administration, civil defense, industry, and international organizations, linking science to policy through public policy recommendations and professional training.
