Legacy International Funeral Directors in Hull is being investigated after 35 bodies and suspected ashes were found on-site.
A 46-year-old man and a 23-year-old woman were arrested on suspicion of mishandling remains and fraud and released on bail.
Families are distressed with over 1,000 calls to police; some were given wrong ashes or discovered cremations didn't occur.
The funeral home has since removed their branding from a branch as the scandal emerged.
Industry bodies SAIF and the Institute of Cemetery and Crematorium Management call for regulation of funeral directors.
Police are actively investigating and attempting to provide reassurance and clarity to affected families.
