EU, US Condemn Kosovo's Election Commission for Blocking Serb List Participation
December 3, 2025
The EU Office in Pristina criticized Kosovo’s Central Election Commission for not certifying the Serb List for the December 28 parliamentary elections, saying the move politicizes the CEC and undermines an inclusive, transparent process.
Three CEC votes on the Serb List were split—two members supported participation, two opposed it, and seven abstained—with no stated reasons for opposition or abstentions.
Between November 24 and 30, the CEC received 24 candidacy applications: 18 parties, 3 coalitions, 2 civic initiatives, and 1 independent candidate; among those confirmed are two Serbian parties: For Freedom, Justice and Survival and the Kosovo Alliance.
Advocates emphasize that the right to elect and be elected is a fundamental democratic pillar, and the state must ensure equal conditions and fair procedures for all political entities.
The United States and Germany criticized the obstruction by Vetëvendosje and other actors, insisting that all citizens should exercise their democratic rights and that elections must be free from political maneuvering.
Interference that prevents a political party’s participation is framed as a violation of rights and a threat to electoral integrity.
The Ombudsman argues that political suitability should be determined by citizens through free voting, not by administrative actions.
Analyst perspectives contend that issues around certification and diaspora voting are exploited to create political drama and grant certain actors political weight, suggesting crises are used as a survival strategy.
Krasniqi urged CEC members to uphold courage and oath to protect the integrity and professionalism of the electoral process.
Calls were made for competent bodies to review the CEC decision and act in accordance with the law and constitution, safeguarding the right to elect and be elected.
Telegrafi is cited as the source reporting the vote and related analyst commentary.
The organization warned that biased actions undermine the impartiality and credibility of the electoral body and erode citizen trust in the process.
