Representatives from 13 EU Member States attended the meeting, including Austria, Belgium, Cyprus, Germany, Greece, Latvia, Malta, Poland, the Czech Republic, Sweden, and Hungary, alongside the hosting nations.

Ursula von der Leyen, representing the European Commission, presented key initiatives regarding migration, emphasizing the ongoing negotiations on recent legislative proposals, particularly the new 'Return Regulation.'

In addition to the legislative discussions, von der Leyen announced a forthcoming Summit of the Global Coalition against migrant smuggling, which is scheduled for December 10, 2025, in Brussels.

On June 26, 2025, Italian Prime Minister Giorgia Meloni, Danish Prime Minister Mette Frederiksen, and Dutch Prime Minister Dick Schoof convened an informal meeting during the European Council to discuss innovative solutions for managing migration.

The primary focus of this meeting was to enhance the legal framework for repatriations and explore new approaches to migration management.
