Legislators are also considering a bill to establish stricter building standards for youth camps in flood-prone areas, aiming to prevent future tragedies.

Tragically, at least 27 campers and staff members lost their lives at Camp Mystic, a historic Christian summer camp hosting over 750 children during the floods.

Governor Abbott previously reported that 97 individuals were missing in the Kerrville area as of July 14, highlighting the severity of the disaster.

As of July 13, 2025, the number of missing persons in Kerr County has dropped significantly from nearly 100 to just three, following devastating floods that caused widespread destruction along the Guadalupe River.

The floods caused the Guadalupe River to rise rapidly by 26 feet overnight, leading to extensive damage to homes and infrastructure across the region.

Recovery efforts are ongoing along the Guadalupe River watershed, involving over 2,000 personnel and supported by more than 12,000 volunteers, with rescue operations hampered intermittently by weather conditions.

Rescue teams have utilized helicopters, boats, and drones to conduct search and recovery missions, although operations have faced challenges due to additional rainfall and inclement weather.
