Education Minister Unveils Tough New Childcare Laws in Wake of Shocking Abuse Case

In response to the alarming arrest of Joshua Brown, who faces 70 charges related to child sex offences, Education Minister Jason Clare has announced plans for new legislation aimed at preventing childcare fraud and ensuring the safety of children.
Brown, a 26-year-old former childcare worker, was charged with offences allegedly committed against eight children at a childcare centre in Point Cook, Melbourne, leading to broader investigations into his care of approximately 1,200 children over an eight-year period.
The proposed legislation would allow fraud investigators to conduct unannounced compliance checks at childcare centres without the need for a warrant or police presence, enhancing oversight in the sector.
Clare provided an example of potential fraud, noting that a childcare centre could falsely claim a child attends three days a week when they only attend two, highlighting the need for stricter regulations.
To combat such fraud, the government has invested an additional $200 million, which has successfully resulted in the recovery of approximately $300 million for taxpayers.
Clare emphasized that while these measures are crucial, there is no single solution to ensuring child safety, and continuous efforts are required to address potential threats.
In addition to the fraud prevention measures, education ministers are also considering making CCTV mandatory in childcare centres to deter potential offenders, with Clare stressing the importance of proper placement for effectiveness.
Next month, attorneys-general will meet to discuss enhancing the process for working with children checks, further strengthening child protection measures.
The new laws would also empower the government to revoke federal funding from childcare centres that fail to adhere to established safety and quality standards.
Joshua Brown is scheduled to appear in Melbourne's Magistrates Court on September 15, as the investigation into his actions continues.
