EU Envoy Urges Progress in Kosovo-Serbia Dialogue Amid Tensions Over Rights and Integration

On August 6, 2025, EU Special Envoy Peter Sorensen made an unannounced visit to Prishtina, where he met with Kosovo's Acting Prime Minister Albin Kurti and President Vjosa Osmani to discuss the implementation of the Ohrid Agreement and the ongoing dialogue with Serbia.
The Ohrid Agreement, brokered by the EU in March 2023, aims to normalize relations between Kosovo and Serbia, emphasizing equal rights and good-neighbourly relations.

Following his talks with Kosovo officials, Sorensen met with the Serbian List, who expressed concerns about 'institutional violence' against Serbs, including property seizures and politically motivated prosecutions.
The President of Kosovo emphasized the need for a fair and impartial dialogue process with clearly defined objectives to foster peace and stability in the region.
Kurti reiterated the Kosovo Government's commitment to support Serb-majority municipalities in northern Kosovo through job creation and institutional integration.
He noted that approximately 200 new Serbian members have joined the Kosovo Police since November 2022, reflecting efforts to integrate the Serbian community.
The EU-facilitated dialogue between Kosovo and Serbia, which began in 2011, has resulted in several agreements that remain partially implemented.
Both Kurti and the Serbian List called for the urgent implementation of agreements from the Brussels dialogue, particularly the establishment of the Union of Serbian Municipalities, crucial for protecting the rights of Serbs in Kosovo.
Kurti contrasted Kosovo's efforts to integrate Serbs with Serbia's alleged violations of the Ohrid Agreement, emphasizing the need for mutual recognition in any final agreement.
Sorensen described the dialogue process as 'alive and kicking,' acknowledging the complexities that affect progress in the region.
