Penalties follow an investigation into thousands of breaches of the Casino Control Act 1992 detected between 2018 and 2025, with many breaches uncovered through the remediation program and some self-reported by The Star.
The Star stated it was contacted for comment regarding the fines.
The Star Sydney’s licence remains suspended and the casino operates under a NICC-appointed manager as regulators pursue ongoing action.
The Star Sydney has been fined A$10 million by the NSW Independent Casino Commission for multiple breaches, including allowing 36-hour gambling sessions, re-admitting banned patrons, and converting casino reward points to cash.
The NICC also issued an enforceable undertaking to set aside an additional A$5 million to bolster The Star’s financial crime risk management technology and controls.
Regulators noted that some breaches occurred before the casino’s remediation measures and upgrades, such as carded play, were put in place.
The Star had not commented immediately on the regulator’s decision at the time of the report.
The NICC highlighted progress under new leadership but stressed the breaches’ seriousness given the risk of gambling harm to customers and potential criminal infiltration.
This marks the NICC’s first use of its A$5 million enforceable undertaking power.
Dimitri Argeres of Liquor and Gaming regulation said the agency conducted extensive investigations into numerous noncompliance issues at The Star.
In 2025, Star Entertainment accepted a A$300 million takeover bid from Bally’s Corporation and Bruce Mathieson, giving them a majority stake.
