A former Bucks County deputy sheriff, Ryan Gaffney, is charged with official oppression, unsworn falsification to authorities, possessing an instrument of crime, and obstructing the administration of law after allegedly secretly photographing naked prisoners and sharing the images with coworkers and personal contacts.

Investigators say the charges stem from a January 2026 search warrant related to Gaffney and other officers, with a similar photo found dating back to December 2024.

The case is being prosecuted by the Bucks County DA’s Special Investigations Unit.

District Attorney Joe Khan condemned the conduct as eroding public trust, while Bucks County Sheriff Danny Ceisler commended detectives for their work.

Khan and Ceisler stressed a joint commitment to prosecuting official misconduct and safeguarding public trust, noting the case involves Bucks County Detectives and the Special Investigations Unit.

The investigation began March 31 after the Sheriff’s Office referred concerns about on-duty conduct, triggering criminal and internal affairs inquiries.

Gaffney’s attorney says the case will be addressed in court with due process, and will not be litigated in the court of public opinion.

Observers note the broader tension between surveillance and accountability, as logs, metadata, and multiple cameras can reveal misconduct even if attempts are made to conceal it.

The defendant is presumed innocent until proven guilty, with information drawn from police and court records.

Gaffney joined the Bucks County Sheriff's Office in 2023 and has prior policing experience dating to 2008 across multiple departments.

Gaffney was fired in June amid an internal affairs inquiry and district attorney investigation into the misconduct.

The investigation was conducted by Bucks County Detectives and prosecuted by a Deputy District Attorney, with media contact available for follow-up.
