Reform Proposes New Zealand-Style Data Laws, Tax Incentives to Boost UK Small Business Growth
August 26, 2026
Reform proposes a light-touch data protection framework modeled on New Zealand’s privacy laws, arguing that GDPR is too burdensome for tech firms and small businesses.
The plan ties senior HMRC officials’ pay to customer service performance to improve service levels and accountability.
Robert Jenrick unveiled the policy at a London press conference, presenting it as part of broader efforts to overhaul tax and regulatory policy and speed up HMRC services for small businesses.
In addition to the HMRC reforms, Reform calls for widening a tax-relief scheme for investors in small UK businesses, reversing the rise in employer national insurance contributions, changing inheritance tax on farms, and introducing a ‘hard work bonus’ that would scrap income tax on overtime.
Labour criticized Reform for lacking policy detail and questioned the safety of data safeguards, while saying they would support small businesses and economic growth under different leadership.
Reform proposes a £30 tax credit for small business owners who wait more than 30 minutes on HMRC calls, capped at two occasions per tax year, and links some incentives to senior HMRC staff performance.
