Meta plans to publish an open letter to TikTok and YouTube urging competitors to join in restricting teen use of social apps, aiming to establish an industry-wide framework.

The proposal defines three Core Industry Members—Snap, TikTok, and YouTube—who currently aren’t bearing settlement costs, but Meta’s effort signals costs could rise if these peers adopt similar restrictions, which could especially pressure Snap given its smaller user base.

Snapchat’s exclusion from Meta’s stated peer group underscores strategic positioning, as Snap faces separate teen-related legal actions, and its non-participation could influence the settlement’s dynamics.

Meta recently reached a $12.1 billion settlement over allegations that its platforms addict minors, a figure that could increase to about $17.1 billion if peers join in implementing similar restrictions.

The proposed settlement would impose two-hour daily usage limits for teens on Instagram and Facebook, plus 15-minute usage alerts, overnight blocks, stronger parental controls, and limited push notifications to protect teens’ sleep and focus.

Meta frames industry-wide action as essential because teens move across multiple apps, with Chief Legal Officer C.J. Mahoney urging immediate adoption by peers to unify protections.
