Amazon is pursuing a major expansion of its delivery footprint to roughly 39,400 US ZIP codes by 2029, aiming to cover about 95% of ZIP codes and 99.9% of US demand through a dual network of its own facilities and third-party carriers.
By 2027, Amazon plans to reach about 26,500 ZIP codes and extend to 39,400 by 2029 as part of a strategy to serve all addressable ZIP codes, with a goal of increasing first-party delivery to about 88.7% of US packages by 2029.
The plan traces to Project Aurelian, an internal contingency analysis developed after tough negotiations with USPS to ensure service continuity if a USPS contract is disrupted.
The expansion is backed by heavy capital investment, with $17.6 billion planned for 2027–2028 to fund building-related spending beyond Aurelian and support a more autonomous, resilient last-mile network.
Amazon expects to renew its USPS contract due to mutual dependency, but is building redundancy to cushion against potential changes or costs if renewal does not occur.
Three pillars drive the expansion: opening 165 core delivery stations (including 50 in new areas) from 2027 to 2029 to support dedicated van delivery for about 3,300 ZIP codes; expanding Hub Delivery with local businesses to reach roughly 4,500 ZIP codes at low capital cost; and lowering the minimum package threshold per ZIP code toward zero to bring more low-volume areas into delivery without new facilities.
