Stormont Speaker Edwin Poots has raised concerns about MLAs delivering pre-scripted remarks in the Assembly, which undermines genuine debate.
He noted that the frequent raising of Points of Order detracts from robust discourse, suggesting that if debates were merely scripted, the Assembly would be unnecessary.
Poots also pointed out a decline in the standards of debate since the Northern Ireland Assembly was restored a year and a half ago.
Emphasizing the need for a strong culture of parliamentary debate, Poots highlighted its importance for effective scrutiny and accountability.
To improve the situation, he is expanding the Ten Practical Principles of Debate to encourage more interaction and challenge among members.
