The £26 billion four-year developer framework goes live in October 2026.

The refreshed framework is divided into seven lots, covering development consultants, development legal providers, special purpose vehicle schemes, development agreement schemes, and development management services, with value thresholds varying by lot.

Lots 3 to 6 each encompass eight development types and are split into eight geographic areas, while Lots 1, 2, and 7 focus on the respective service areas across different value thresholds.

The framework complies with the Procurement Act 2023 and Procurement Regulations 2024 and runs for four years from October 2026 to support public sector bodies across the UK.

This renewal marks the third renewal since a strategic partnership was formed last month to reshape construction procurement routes.

Key stakeholders, including Pagabo development director Jonathan Parker, emphasize the framework’s ongoing impact on compliance, viability, risk management, and social value in procurement.

Bid submissions close at 12:00 BST on July 3, with the tender document available online via the In-Tend link.

The bidding process is conducted through the In-Tend portal, with a July 3 deadline at noon.

Target clients include councils, NHS trusts, housing associations, and education bodies undertaking complex regeneration and development projects, supported by development consultants and legal advisers.

YPO serves as the centralized procurement authority, while Pagabo manages design, delivery, and ongoing framework management.
