A Dubai Police-led operation, in cooperation with Europol, Eurojust and Serbian authorities, resulted in the arrest of Marko Dordevic, the alleged leader of the international crime gang known as the Vracarci gang or Witchcrafters.

Dordevic was identified by Serbia as the mastermind in a Belgrade murder investigation and was living in Dubai under an INTERPOL Red Notice at the time of arrest in late October 2025.

The operation, named Haris, was conducted with Europol and involved the Serbian Ministry of Interior and the Spanish National Police.

The case underscores ongoing international cooperation to dismantle cross-border criminal networks and reflects the UAE’s commitment to security, stability, and the rule of law.

Dubai Police highlighted global collaboration to suppress transnational crime and strengthen regional and global stability through joint efforts.

The crackdown points to violent Balkan gang rivalries, notably between the Kavač and Skaljari factions, contributing to deaths and violence since 2014 while showing international cooperation against organized crime.

Europol and participating authorities commended Dubai Police for intelligence sharing, investigative support and operational execution, underscoring Dubai’s role in global security and cross-border crime suppression.

Dubai Police were praised by Europol, Serbian and Spanish authorities for a decisive, central role in information exchange, investigations and adherence to high professional standards.

In Serbia, ten suspects were arrested, 22 raids conducted in Belgrade, Šabac and surrounding areas, with seizures including encrypted phones, luxury cars, watches and about €300,000 in cash.

Additional arrests occurred in Spain (two individuals) and Serbia (ten), with raids in Barcelona and Valencia and similar seizures of encrypted devices, vehicles, jewelry and cash.

Overall, ten gang members were detained in Serbia, with operations spanning Belgrade and nearby regions andvaluables seized as part of coordinated law enforcement action.

In Spain, two suspects were arrested in Valencia and Barcelona with support from the Spanish National Police; in the UAE, Dubai authorities coordinated with Europol, Eurojust and Serbian authorities to finalize the arrest and prepare evidence for judicial cooperation.

Dordevic’s arrest in Dubai was central to dismantling the gang’s command structure and was conducted under international cooperation procedures.

Security cooperation between Dubai Police and Spanish authorities is highlighted as longstanding and effective, with extensive information exchange leading to numerous international arrests and successful handovers.

Serbian investigations highlighted violent clashes between the Kavac and Skaljari clans within the Balkans, linked to the broader network under Dordevic’s leadership.

The arrests were carried out as part of Operation Haris, with Dordevic arrested in Dubai following an Interpol Red Notice.
