Spanish Police Uncover Sophisticated Drug-Smuggling Tunnel Network in Ceuta
March 31, 2026
Spanish police uncovered a multi-level drug-smuggling tunnel beneath an industrial warehouse in Ceuta, designed to move hashish from Morocco into Spain using a rail system and underground cranes.
The tunnel network comprises three levels reaching up to 19 meters underground, described as a mine-like labyrinth hidden behind a large soundproof cooling room.
On the top level there is an access shaft for descent, the middle level stores drug packages, and the bottom level contains a straight tunnel leading to Morocco.
Ceuta and nearby Andalusia were initial seizure sites that prompted investigators to target the broader network.
Over more than a year of police work, raids across multiple locations led to 27 arrests and the seizure of over 17 tons of drugs, plus 1.4 million euros in cash and 17 luxury cars.
A large-scale operation with hundreds of officers yielded major seizures and multiple arrests tied to the smuggling ring.
Authorities seized 17 metric tons of hashish and 1.4 million euros in cash, with 27 individuals arrested in connection to the network.
The network allegedly supplied cannabis resin across Spain and Europe, with connections extending to Galicia and other regions.
Crucial infrastructure—rails, cranes, and pulleys—moved cargo between levels, showing professional organization and technical planning.
The find points to a coordinated cross-border network investing in infrastructure to bypass Europe’s borders, prompting broader probes into further tunnels and their routes.
EU data show Spain accounted for 68% of resin seizures in 2023, underscoring its central role in Europe’s drug trafficking landscape.
The operation built on February 2025 intelligence about a Ceuta-based organization able to move large quantities of hashish to mainland Spain by fast boats, with the tunnel discovery marking a major escalation.
